Ok I'll be the judge of this fight since no one else will. First off:
1. Shuamas post starts off already aware of the presence who hadn't even entered the topic. You cant do that because that's restricting what the enemy is capable of doing in their very first post, or it is completely voided by them not meeting the requirements for you to notice them to begin with.
So following that, everything from Shumasa's notice of a figure and beyond is voided. Why? because the notice was of nothing but the presence of Twilight before she had even got close enough to notice. Shumasas second post only proves that.
HOWEVER because Twilight met the conditions of Shumasa's first post by entering his field of vision, everything in his post is re-validated.
This is easily problematic though, you really shouldn't do this to begin with Shumasa.
2. An attack was never made in the first post, all Shumasa did was charge his weapon with his Jutsu. Just thought I'd clear that up. This alone 'would' be voided as well because it came after his notice of being snuck up on. Anything else and it'd be matagaming. But of course Twilight validated it herself. But, moving on.
3. Twilights first post, her casting the Genjutsu is borderline metagaming. (And why the fuck does she have a Genjutsu that is cast through her hand seals? Talk about every Ninjutsu users bane wtf. That's just my opinion though I'm just
) Twilight detected Shumasa through sensory, as described, so the Genjutsu is simply taking advantage of the fact that you do not know that Shumasa has Byakugan, and is currently using it. There is a thicket of grass that reaches OVER Twilights head between her and Shumasa, that alone furthers this point. Moving on.
4. First part of Shu's reply. He noticed the hand seals, thus the Genjutsu would have landed. This was his fault for seeing the hand seals, but ignoring the genjutsu cast, even if that genjutsu is retarded and shouldn't have even been approved. So yes, he WOULD be under the Genjutsu had things gone the way they should be, ignoring all previous problems. But moving on from there;
5. Shu's never stated exactly what it was he reacted to. Whether or not he saw the shuriken, he dodged them without a real reason. Now thats not exactly metagaming, because Twilight DID cast a water technique that caused water from beneath her flood out all over the place. Water isn't silent, and it sure as hell isn't invisible, so the moment he even hears the sound of rushing water headed towards him, or even see it, that is a valid excuse to jump away from it. Since the water attack was made BEFORE the shuriken attack, which it WAS because it would take time for the real twilight to create distance from the clone, he thus dodged the shuriken as well, even if he shouldn't have been able to see them.
6: The attack Shumana launched WHILE dodging the first time, hit the ground. It's Lightning, so what happens? Twilight is standing on the water, in contact with it, so the lightning would electrocute that water and travel through with the ball of lightning that headed in her direction, electrocuting her only faster. So if she had failed to break her contact with the water, that attack would indeed land, traveling through the own water she created.
7: When Shumasa had jumped to dodge the water however, he did NOT explain how far back he jumped. Because of that lack of detail, who knows where he's at now? He could have jumped to the other side of the world for all we know, or he could have jumped only so far and have still landed in Twilight's water. The thing is however, if he did, both of their lightning attacks would land at roughly the same time. They would electrocute each other. And most likely Twilight is knocked out, dead, or just electrocuted. Cause idk wtf his attack even is or does.
8: Twilights Black Aura attack ONLY reaches 2 inches beyond her skin, so no way in hell would it remain at full power while traveling the entire distance her water technique reaches, being the full 50 meters. Shumasa was already at a 30 meter distance to begin with, so assuming he even moved 1 inch back, the lightning Twilight used would be so dulled and stretched thin, at most it would just shock him.

Everything else from there on out doesn't matter due to the lack of detail given before those points happened. The battle would end right there, each of you hit with each others attacks, neither of them ensuring a kill at all. There is so much missing detail on both of your sides it is absolutely ridiculous.
So what does this mean?
Route 1;You both are hit, Idk what Shumasus attack does, but Shumasu is NOT dead. Twilight probably isn't dead either, maybe badly electrocuted at most, and maybe knocked out. Who knows, there is no detail surrounding what Shumasa's attack will do. And everything following takes it's ordinary pace.
Route 2;OR if you feel like ignoring all of the really bad mistakes in this topic, Shumasa's first jump covered more than a 20 meters distance, meaning he successfully avoided any attack Twilight made, and was out of range of her water. From there, his post picks up and the fight continues. However, Twilight is still going to be electrocuted by the ball of lightning, because she herself allowed the ball of lightning to pass right by her, yet it's on the very water that she's standing on.
So what does Shumasa's attack do? Who knows, there's a serious lack of detail. You guys can decide that if you choose this route to go. BOth routes only fork for a very small section however, which is simply determining whether or not Shumasa was hit with anything. Even if he was hit, as explained in point #8.

EDIT:Since I finally figured out what the jutsu was that Shumasa used with the lightning ball;
[19:51:12] Shumasa : Name: Chidori Swoop Rank:C Range: Short-Medium Type: Ninjutsu Handsigns: Dragon-> Hare-> Boar-> Ram. Description: A projectile style in the Chidori set. It is much weaker due to the contact of the physical Chidori not being added. This wave is shaped as a ball around the size of a single meter. The ball can be condensed to 1/2 feet by using 5cr. The attack can hit in different ways. If condensed it can cause singes, nerve damage that can be repaired in time, and can cause slight internal bleeding. If not condensed the ball will splash on contact of any surface. Making the ball's meter size cover 2. The damage if hit directly is equal to C-ranked Raiton damage with a slight stun effect lasting a single post. If hit from the splash the damage is D-rank but with a reminder post stun. (Aka a slowed reaction time. The should be quite numb from it though being able to move, just uncoordinated.)
Any point where Twilight is hit with this attack, she is not hit with it's full power and simply by a splash of it through the water. This would mean she's simply hit with a somewhat strong shock, and a 'reminder post stun', as explained in the jutsu.
