Hello everyone,

I'd like to take a moment and check in, is everyone doing okay? If there is ever anything you wish to talk about, just pm me. I've always responded to my lovely member's pm's. But now then, time for business.

For starters, I'd like to address custom jutsu's within the realm of Tier's and how they relate. The tier system was designed to give people a clear understanding on how the different related speed techniques work in canon. The very notion behind it was to remove serious implication of "3rd gate or LRA" or such issues that always arise.

It appears a new issue has arisen, that of custom non-taijutsu/weaponry techniques making use of the tier speed system.

In the beginning I thought, well as long as we don't go overboard. I mean, we have Tier 2 is automatically S rank. Now, it seems like we've even overstepped that. Moving at Tier 2 is S rank all by itself, that was the statement given and that's what we are going to use. When we start tacking on other things, such as increased perception, or such, it becomes a very simple math problem.

This too became a problem, and I'm borderline considering limiting the amount of Tier style movements/techniques people can have. Especially considering that there are so many of them for no other reason than to "go fast".

I'm going to take a hard look at them, and consider options. Here are the lay outs so far

1. Increasing the speed of techniques (not one's self or other's but actual nin/gen/ijutsu) will be related only to increasing one's speed. There will be 0 techniques (nin/gen/ijutsu/fuuinjutsu) that move at Tier speeds

2. Limiting the amount of Tier speed moves a person can have, with SP being able to increase such a cost

3. Moving at such speeds will have the same drawbacks as the highest gate of equal cost associated with them.

I'm moving at tier 2 speeds, are my hand-signs increase?
Spoiler:

Can my fireball move at tier 2 speeds?
Spoiler:

Our next issue is concerning Ijutsu and the fact that is doesn't require handsigns.

There are many Medical Techniques that do not require hand-signs to preform, which I encourage such attempts. Medical is less defined then Ninjutsu. That being said, staff are 100% perfectly in there right to ask and get hand-signs for what I denote as "combat ready" Ijutsu. If members feel there jutsu doesn't need/warrant hand-signs, they can bring it up. I ask members and staff alike to respect each others decisions and conform. I don't want to enforce it if it becomes a problem. But honestly those A-S+ rank jutsu's need hand-signs, and if a staff member asks for them, just put them in. Staff, if you see someone asking for hand-signs, back them up, don't work around them.

Finally, concerning such a topic. I'm outlawing automatic self healing techniques. All such techniques that have been previously approved are now denied, and can be reworked. I'm sorry, but like genjutsu counters (the ones where it activates before a genjutsu even hits) such things have crossed the line. Please make the changes accordingly.

Next Issue: Range and how far is too far.

I'm asked a lot about range, and just how far things can go. I've been purposefully vague on this, but I see I can't any longer. I'm changing the way of thinking and doing here. Canonical things will be the exceptions to the rule, rather than making the rule itself. Likewise, we will be now handling range on a case by case basis, rather than "what it does is similar too".

[color=white]Techniques and Abilities are to not go longer than a sub-board in which the user/participant is in. This includes, but is not limited too. Genjutsu, Ninjutsu, Sensory, Fuuinjutsu, Puppetry, Ijutsu and weaponary. We will handle things on a case by case basis as they come up. However, we are following that rule, and for starters I've provided a small list of exceptions.

  • Shape-shifts [Please read the rules on this]
  • Non-active Fuuinjutsu. [Should someone make a fuuinjutsu to seal a bucket of gold on the wall, that is acceptable. Should someone make a fuuinjutsu that seals all chakra within 50 meters and sends it to the user who isn't in the sub-board. Unacceptable]
  • Specific case by case genjutsu, such as memory altering, or Izanami

The final issue of the day is weaponry considerations

While it doesn't state as normal about E-D ranked like on other things. Weaponry will no be relegated to E-D rank techniques for those without a sub-specialist. Please make the appropriate changes.
